A lot of things about this photo makes me just feel
cold inside. The plastic-looking face mixed with all of the cool colors is very interesting. The way the face fades out also makes the face look extremely cold because it gives it sort of a melting feel.
Is this a still from a video? Looks like some use of 3D imaging going on....

The plastic wrap filter in Photoshop can create a similar shine... try it out.
